So would I. That's not to say that I rate him highly or anything, but I'm as anti-Vargas as they come, and Elia is just rubbish. Giaccherini is not exactly someone that makes you feel optimistic for the future. Ramirez has a lot of potential. He's not yet the finished article, so I wouldn't jump up and down in joy if we signed him, but still, yeah, I'd take him over the other players you mentioned.

Am not a fan of vargas too but I'd be pissed if we spend 12-15 mil on this guy just so that he'd flop the way martinez did !

I've seen a couple of games for Ramírez last season, he was energetic in them (just like most 20 year olds who wants to prove themselves in a new league with new clubs) but I've honestly haven't been impressed by the guy.

Like I said, I just rate him a bit higher than the other players that was mentioned. But I'd rather we sign none of these, as none of them are good enough, including Ramirez. He has potential, and could be fit to play for Juve one day, but who knows if his potential will ever materialize? So I agree, for 12-15 mill. it's a very risky move and probably not worth it.
