I know the background color of sticky threads are a different are a bit different but could they be a little dark to differentiate them better?(darkish grey or something)
or it's just my old eyes.

Hehe well the reputation system works that way, it's not a bug. You need to spread reputation around before you can give the same user rep again.

It was like that always. It's just admins that can spread rep without a limit.
