not sure ramires works there and the formation with him, Lamps, Mikel simultaneously on the field is more of a 4-3-3 with ramires making runs from deep as opposed a Bayern-like, proper 4-2-3-1 with Robben and Ribery on the wings.
Which still suggests a Lavezzi-type player would have been a better match for them, considering Hazard had already been bought (as well as Marin and De Bruyin for back up).
Di Matteo could play behind Torres something like Mata - Oscar - Hazard (from left to right and backed up by Lamps and Mikel) but that could make for a rather unbalanced mid for his preferences (guy is Italian after all

) with Ramires out of the picture. A similar concern lead to the benching of Muller at Bayern as the team was more balanced with Kroos slotted between Schweini and Gustavo and the front 3.
all in all, buying both Hazard and Oscar was big time over-kill, imo, still leaving the team in need of a player better-suited to 4-3-3 or 4-2-3-1 ... Time will tell, though.
P.S. it could be 25 mil euros but I honestly doubt Internacional would have missed out on milking Chelsea in the free-spending mood they are and that sounds a bit too low, tbh - 32 mil euros is more like it. Also the press is reporting it in BPs ... could be the usual lost-in-translation situation when it comes to currency but I am having my doubts on that.
