Wrong! You think he is a top level player; that doesn't necessarily make him one. Gomes plays for Portugal, and Matuidi plays for France; two top tier national teams. Does that make them top level players? They're both solid and dependable professionals, but definitely not superstars or world class.
I hope you're wrong about many of our players leaving, unless you mean fringe players and "The Accidental Footballer." In that scenario, I wholeheartedly agree.

We definitely need to open up our wage budget more, but we also need to be wise. I'd offer someone like SMS 6 or 7 million because he has the potential to be great for us. As for Can, I think a salary of 4.5 or 5 is a fair reflection of his current level.

I thought the balance we have created has been poor and gotten us to this point? 
Kidding...question for you...If we want to keep pace with the bigger clubs (and potentially keep our best players or at least entice them to stay), then doesn't it make sense to open up our wage budget more? Doesn't it look better to top players we want that we aren't on some strict pay scale?

I consider most of the players in top tier national teams quality players. Matuidi is a top player though. Ranking higher then "quality players in a top NT".
And I consider Can a top player as well.
Not a superstar player.
Superstars: Buffon, Chiellini, Dybala, Costa and Higuain..
Top players: Pjanic, Benatia, Alex Sandro, Matuidi, Mandzukic..
Quality players. That's the remaining players in our team.

Yes. I have seen him a lot for Liverpool. Just before his recent injury he started adding goals to his performances as well. That made him a top quality midfielder with potential superstar level. He's got both great physique and technical ability. High ceiling.

I consider SMS a player with great potential, a very promising talent with a higher ceiling than Can; he can possibly become a world class player in the near future.
Modric and Kroos are definitely world class. Modric is arguably the best player in his position.
I don't consider Costa a superstar, and I sometimes have doubts about Higuain as well.

I agree. We kinda expect Dybala and the likes to produce magical stuff, but we do not expect it from a defensive / central midfielder as such?
We're not talking Can abilities by looking at an overhead kick. We're talking about it because we already know how good he is at his job. The overhead kick is the extra. What we do not expect.
