They'll most likely find ways to get around this rule. Man city's owners wouldn't invest hundreds of millions in the club unless they're planning on staying there for quiet some time.
City's owners can stay as long as they want. And they can still invest in areas such as the youth-sector and facilities without thinking of balancing the books.

The only way around the rules is fixing the books. But that isn't as easy as it sounds, and if they get caught, it's not only UEFA they would have to worry about. Then it's an entire different and much more serious ballgame.

I highly doubt they would risk it.

He's demanding 180k a week at City when they're only prepared to offer 120k he say's he won't move unless that happens. City's owners personally stepped in and said we'll give you 150k, Dzeko flew to Spain with Wolfsburg and told City he'll stay there till the end of the season, City moved for Lukaku. Let's see what happens.

He could just trying to get alot of money from city since they are a shite club. I doubt he would ask that from Juve, Del Piero would keep him in Germany for life.
