Just because there are elections, doesn't necessarily mean there's a fair chance for systematic political opponents to challenge in elections. There's proof that quite a lot of political opponents have been murdered, banned or prisoned over the years. It's not hard to win election if you silence your opponents or rig votes. Just ask Mugabe.
