You're not getting it. You see all civilians as equal. Well, they are not. Sometimes another civilian needs to manipulate them. He can do this by looking like a gangster and simulating a bond with another, real, gangster. It's about winning, not about how you do it.

I know of that possibility, I have inflitrated both camps thouroughly in past games, so know of its use, but I doubt Gs would be so willing to cooperate with you, they would be quite wary of you

You are defensive, but Fred is way too offensive. I don't think you're on the same team. It would take a lot of work. Then again Fred has disappeared for a while and has now suddenly come back, during which time o'curr posted a lot allowing Fred to go in for the kill and spread the confusion.
