That's never called a foul on keepers. He punched the ball before he touched Higauin. The keeper is allowed to do that in their own box always. Higauin new that was coming, the foul was called because he undercut the keeper which is not allowed in the box. Players are not allowed to challenge the keeper like that on 50/50 balls however silly the rule is.

It was reckless and that's not allowed.

This. No ref ever calls that foul on the keeper. Players are not allowed to challenge the keeper like that on a 50/50 ball in the box. Neuer got to the ball before Higauin, and Higauon ran into the contact. Hence the reason for the fk given. The rule may be silly in allowing keepers to be reckless like that, but it is what it is.
