This. No ref ever calls that foul on the keeper. Players are not allowed to challenge the keeper like that on a 50/50 ball in the box. Neuer got to the ball before Higauin, and Higauon ran into the contact. Hence the reason for the fk given. The rule may be silly in allowing keepers to be reckless like that, but it is what it is.

There is no such rule and it depends who officiates games. Italian refs usually give advantage to keepers, british ones allow contacts.
