How about the top 50 players in the world are world class then? The definition of a world class player is subjective. It really depends on what qualities you value most in a player. Sure enough, some players are indisputably world class (Messi, Ronaldo, Buffon), but with others it could more a case of personal preference.

That makes no sense. Why would we promise them Dybala and apparently give them first option on Pogba. They are giving us no consideration in return, unless there is some unspoken promise to give us first option on Messi or something. Otherwise, why not sell him to the highest bidder?
Messi for Dybala?! Sure I`ll take that :D

    When a player:

...Was a starter for Stuttgart and won the Buli.
...Was a starter for Real Madrid and won the CL and LaLiga.
...Is a starter for Germany and won the WorldCup.
...Is a starter for Juventus and won Serie-A.

He is World Class in my book.

Nope. He'll most likely be cup tied. No reason targetting him in Winter.

Don't disagree with your overall point, but I think your are overestimating the individual players.

Dybala, Pjanic and Sandro all need to take the last step before qualifying for a 'world class'-stamp. Speaking of.. how fucken volatile is WC anyways? Are we speaking top 20, 15, 10 or 5 at once respective position?
World class is subjective, so there isn't really any way to objectively say what it is. It's all just a matter of opinion really, outside of a few players. It shouldn't exclusively be for best player in the world types like Messi and Ronaldo or even best player in his position of all time types like Buffon. But it also doesn't have to be a fixed number for each position, which would hugely underrate players at some positions and overrate players at other positions. It's also much harder to decide what makes a world class fullback or CB, or defensive mid as opposed to world class attacking players, where statistics are of much greater aid.

Pjanic and Dybala are WC for me. Well, let me qualify that. They were both world class last season. First season as such for each. SO I suppose, to truly cement themselves there, they just need to show they can play at that level year in and year out. Alex Sandro is a little further away, on the cusp of being world class, but still needs to have that consistent top level season.
