It's definitely an act of terror, with a level of organization to it, but what kind is too early to tell for sure. Best guess at this point would be domestic - just seems a notch or two below what you'd expect from international groups in terms of execution and especially degree of devastation ... seems more of a statement act than one looking to cause max casualties.
