If it's an arranged marriage it's really up to those who arrange it. Different from people to people. Sometimes the parents decides, sometimes you decide yourself when you are ready.

No you were not.


There is no specific time. It's mutually decided between the families and the couple. I think nowadays, they let the boy and the girl hang out and get to know each other before the engagement too. It could be anything between 6 months to 2 years.
