Meh, it's difficult to say whether it could have been prevented. There were protests and warnings in most predominately islamic nations.

Everyday CIA and the government get informations on upcomming attacks on 'Merican interests.

There probably have been some threats regarding 'Merican diplomats in Libya. But maybe the found them insignificant and didn't react.
