They say an undisclosed fee but I remember hearing that Inter basically paid Bayern the 4m that it would cost for him to buy out his contract because if they declined or wanted more he would just buy it out himself.

That's how the Webster thing is used; it's a negotiating tactic.

Lucio just has to threaten to use it, even though he almost certainly won't, and Bayern are forced to sell him relatively cheaply.
