It's from the Simpsons Spin-Off Showcase, where Chief Wiggum and Moe has their own separate Spin-Off series, and the Simpsons sing and dance in the end where Lisa is replaced by an older better looking actress.

This is when Homer becomes Mr. Burns' "monkey-boy". Mr. Burns uses him in all kinds of hilarious situations just to get a laugh.
That panda bit is vintage Simpson, one of the best scenes ever!
Just thinking of it makes me laugh out loud, for real!
