The first one is fairly incoherent, but the second is clearly mocking the kind of rich old white guy who finds being racist amusing, thinks he's far funnier than he is, and hangs out with similar people.
It's hard to pull off public, but if you're in company you're certain isn't racist, over the top racism can be used as a kind of surreal humour - many people who aren't racist find the concept faintly ridiculous, and there's the added comedic bonus that it's socially taboo.
