I think the NHL needs to implement a sort of hard cap/soft cap for injury situations such as this. Hockey being as physical as it is, injuries are more likely to happen there than any other sport with the exeption of football. But at least with football you have 53 man rosters and practice squads.
What they shoudl do, in my opinion, is create a hard cap for any players on your current squad acquired by trades, waivers, free agency, or call ups, and insitute a soft cap for players currently on your squad who were on the roster at the end of last season, and free agents that you re-sign.
Take 75% of those players salaraies that fall into the latter and put them in the soft cap category, and put the rest into the hard cap category.
That way, teams have a fair shake of being able to pick someone up off of waivers or bring up players from their system who are on a 2 way contract with their respective AHL/IHL teams.
