Well, if you really want to reduce the spamming it should be up to 5 or 10 minutes. That way this forum would really gain in terms of quality. With 60 seconds you still have lots of opportunities to post bullshit. It's only annoying for those who want to past a fast answer. IMO it should be either 5 minutes or nothing at all.
