The Italian champions are the most affected by the government decree.
Inter and Milan, both of whom have two games to play at San Siro, are expected to lose €2.7m and €3.4m respectively.
Roma are also expected to lose around €2.3m from two games.
In total, all 20 sides in the top flight are expected to lose €28.6m in match-day revenue.
