Scamacca is injured, their strength of squad in offensive phase would be declined with selling Koop since Atalanta is presenting in 3 competitions. It is normal that they don't intend to sell a player who has long term contract. Atalanta still able to sell him next year.
If the player refuses to train and play, they are going to sell him next year for 10 mil. They are trying to persuade him but he told them that they have to respect their promise, basicaly the dude does not want to play for them anymore.
So they either get. 60 mil and let him go, or keep him and face internal problems with that player and will never get near 60 mil again for him.

EPL clubs would pay for the same price of 60 million next year if he really worths that amount.

Atalanta is not a mid table team like sassuolo and bologna they have a great loyal fan base , scouting and great structure among Serie A clubs. Juve is their rival at the moment and it has made them to stop selling their players to juve and more willing to ship Koop outside italy.

Koopmeiners to Juventus is at the last end of corner. Atalanta tried until the end to mend the rift but given the player's determination they will soon give the ok to the deal which should close between €59 and 60m.

As great as Koopmeiners is, and he is one of the best players in Serie A, we probably should have walked away weeks ago. I mean, how much time do you need to conclude a deal that is satisfactory to both clubs?

In the end, we'll just pay what Atalanta wants though. They, just like everyone else, know we're that desperate.
Most sources now suggest it's Koop or no one for us. We don't want anybody else (in that position). Brace yourselves for McKennie as CAM.
