In his 6 Bundesliga seasons Gnabry never scored over 14, at Bayern of all teams

Apples and oranges. Werner was the target man for Leipzig while Lewandowski plays this position at Bayern. Consistently hitting 15+ goal contributions a season for a winger is very good, especially when you constantly have to rotate and don't play every game of the season.
