Personally I want Ndombele, De Ligt, Milinkovic-Savic, Zaniolo, Chiesa, but the reality will be much worse.
The problem is, after the huge spending last summer, our budget for this summer will probably be around 50M plus player sale if we don't win the CL.
This season we have received some good sales from Audero (20M), Sturaro (16.5M), Cerri (9M), soon will be Orsolini (14M clause but Bologna want to lower it to 10M), all of them will be used to balance the finance book of this seasons.
we still have some loanees but pretty difficult to offload them like
Mandragora (Udinese) with 20M option to buy (OTB), but I doubt they will use this option. We will need to take him back or reduce the price to 10M-14M if we want to offload him.
Pjaca (Fio) with 10M OTB, but we will not get that. Will be loaned again to Genoa
Favilli (Genoa), we will get 7M from him on 30.06.2020
Higuain: With his performance, Chelsea will not exercise the option. But we are lucky as Chelsea is facing the two-windows transfer ban. If they can not postpone the ban in this summer, they will probably be forced to extend the loan of Higuain.
Rogerio (Sassuolo): Sassuolo doesn't have the option but we can get him back and sell him to PL for 20M
So in the best case, we will get 55M from selling. Since not all the selling fees will be added to the transfer budget and some of them will be allocated to find another Orsolini, Rogerio,... for plusvanza in the next few years, we can only have around 75M at best to buy first-team player.
For that money, if we don't sell any high-profile player (Dybala, Costa), I think we can only get Ramsey + Romero/Manolas + Zaniolo. So forget about Milinkovic, Ndombele, Chiesa
Player will leave will be Barzagli (retire), Khedira (MLS or Turkey, mutual contract extermination).
If we can sell Costa for good price (40-45M), then Chiesa will come as replacement.
If we can sell Dybala (100M-120M) then two of Ndombele/Chiesa/Icardi/Milinkovic-Savic/Fekir are what we can get
