No, it's not, because they are totally different players.
Their careers? That surely isn't an indicator of ones potential/ability. D.Costa was in Bayern and Juve but Griezmann is a better player even if he's still at Atletico. Not to mention Borriello and his top clubs while him being total shit.
Spending money on Strootman would only be a waste if he gets injured. Otherwise he'd fit in instantly and surely provide a lot more than Khedira.
The only way i would take Strootman is if we swap Cuadrado for him. I dont want to pay 40m or what ever for him otherwise. He missed 2 seasons almost entirely for Roma. 2 seasons guys! That just makes him very very risky move. With Cuadrado swap it would at least be a case of us getting extra mid for our needs and Cuadrado would get more playing time at Roma.
But that also makes me more suspicious about Marchisio future if we are desperate to sign Strootman. He will be competition for those guys. We dont just sign him for numbers.

letting marchisio go wouldn't free up any space, except for the likes of marrone or de ceglie. if you want to have someone like strootman or n'zonzi, you have to sell either an italian trained player (e.g. sturaro) or some dude currently occupying a "free" spot (e.g. cuadrado or asamoah).
leaving pjaca out of the cl list would also make sense. he's injured and we're currently stacked on both flanks (provided cuadrado stays).
we haven't had such an unpredictable mercato for years. we would have needed some fine tuning only, and it turns out that we're heading to an other transition year.
