I also do think that the calibre of players we always seem to buy plays a part as well, lets face is it, they are not the most entertaining or the biggest of stars, so u can't really blame fans for staying away

I found a little info about the new stadium

09.04 02: Delle Alpi stadium to undergo facelift,
Juventus given permission to seek temporary stadium
The Italian Football Association has given Juventus permission to seek a temporary stadium after Juventus have decided that the Delle Alpi stadium will undergo a facelift. It was Antonio Giraudo who announced that the purchase of the Delle Alpi Stadium by Juventus from the Turin Commune is imminent. He said that the work to reconstruct and rebuild the Delle Alpi would take between 12 and 18 months. Juventus will transform the Delle Alpi stadium into an "English venue" with the spectators close to the pitch, in order to make the stadium more attractive and in order to increase the crowd volume.
Juventus are considering four temporary homes near the Piemonte region. These are Stadio Brianteo in Monza(Capacity 18 568), Stadio Giglio in Reggio Emilia(Capacity 29 546), Stadio Dino Manuzzi in Cesena(Capacity 24 016) and Stadio Galleana in Piacenza(Capacity 21 608). See pictures of the stadiums here.
Monza is believed to be a small favourite ahead of the other cities. Still, Juventus want to hear the opinion of the fans and have therefore launched a poll on their official homepage. The Juventus fans in Turin have accepted to sacrifice one year in order to gain a fantastic stadium. This project has been the dream of Juventus and their fans for many years, and it finally seems like it will come true. An own stadium with a fantastic atmosphere. The work on the stadium will begin shortly after the purchase of the stadium has been formalized

15.04.02: Torino Football Club also interested in buying the Delle Alpi
Torino Football Club announced last week that they are willing to buy the Stadio Delle Alpi if Juventus should change their mind. They told the press that they will let Juventus buy the stadium, but thet they are ready if Juventus should deicide to build a new stadium on another location. It is indeed possible that Juventus will consider building a completely new stadium on another location. Last weeks meeting between the Turin commune, Juventus and Torino F.C ended without deals beeing finalised. Juventus presented their project of reconstruction of the Delle Alpi. The new Stadio Delle Alpi will have a capacity of 50 000 and the current athletic pist will be removed. Around the stadium Juventus will build a hotel, a cinema and other entertainment features. The only thing that is sure at this stage is that Juventus will make a decision in the next weeks. They want to have their own stadiunm as soon as possible. In the meatime news that Juventus probably will play their home matches in the Lombardy region next season have excited the fans living there.

Where Will The Turin Derby Be Held?

FC Juventus and Torino Calcio are looking to find new grounds for next season after Turin city council put their shared Stadio Delle Alpi home up for sale.

Neither club has ever really felt settled at the council-owned stadium, which was built for the 1990 World Cup Finals. This is partly because the redundant running track keeps fans a great distance from the pitch, detracting from the atmosphere.

However, it is expected that Juve will buy the ground from the council outright and extensively redevelop it during the next year, in order to move back in for the 2003-04 campaign.

Torino, meanwhile, have no plans to share the venue with their glamorous neighbours and want to rebuild the famous old Filadelfia ground - which their notoriously passionate fans regard as the club's spiritual home.

It is expected that Torino, who traditionally have a hardcore support of locally based fans, will seek a temporary venue for next season near to Turin, while Juve, whose support is spread throughout Italy, could chose to play their home games as far afield as Milan.

Juventus director Antonio Giraudo explained: "We've spoken to many of our Turin based fans and they are willing to make the necessary sacrifices for a year in order to inherit a stadium that is especially designed for them."

Despite the fact that Milan has two great clubs of its own - AC Milan and FC Internazionale - Juventus have many fans in the city - a fact backed up by a recent UEFA survey which found that the Turin giants are the best supported club in Europe!

Therefore, though Torino would be happier to play temporarily in nearby cities of their own region - Alessandria and Novara being top of their list - it seems that Juve would be content to play at Monza or Piacenza.

Indeed, should Juve qualify for next year's Champions League they could even end up playing European home matches at the San Siro - provided AC Milan do not make it into the competition themselves.

In the mean time the Delle Alpi stadium is to be reconstructed, with the capacity reduced to 70,000, the running track removed to create a more intimate atmosphere and one of the stands redesigned.

Summarising the plans, Giraudo commented: "We have an agreement with the council, we just have to finalise a few minor details. We need quite a thorough redevelopment of the Delle Alpi because we want to adapt it for our fans."

"Juventus have been looking for its own stadium for many years and talks with the Turin council are drawing to an end."

I don't understand the question
I think it means if the stadium should be built for players or for the fans.
If that is indeed the question then my reply would be that it absolutely is for the fans. The players and team are important but fans are the heart of football, therefore a stadium should be built to accomodate them in the best way possible.
