I don't know what it is, if it's training or what but it's just common sense not to shoot that guy. Really there is no excuse for it. Going around shooting cops is just as retarded. When shit like this happens the cop in question needs to be punished as would any normal citizen. Whether it was racially motivated or not I have no idea, I'm sure there were some racial undertones whether it was intentional or not. I assume and I could be wrong but the biggest issue is probably cop culture in these cases, you have to protect your brothers and sisters who wear the badge. No police officer wants to put a fellow cop away but in these circumstances you don't have a choice.
There is truly no excuse to shoot a person in that circumstance. None whatsoever. For it to keep happening, while I understand that the US is a huge place and obviously with more call outs the chance of this sort of shit happening is higher but I mean that should just be basic training. If someone can't keep his cool under pressure like that he probably shouldn't be a cop.
