I doubt it is because Pepe is better than Elia. I guess it has more to do with Conte wanting to insert Elia in time, probably because he wants him to learn the system and the language.

Read my previous posts and you will see that this is exactly what i am saying, a guy who never played in Italy before and didn't complete a single game this season shouldn't start against Milan, especially when his debut was really bad, at the moment and just for these reasons only Pepe is a better choice, not for technical reasons.
