Maybe if Serie A ever considered protecting its product the same way the English do theirs, then it may not have completely fallen off a cliff.
I don’t think that law is what has protected the PL. investment into facilities and making the product marketable is what has made that league number 1. If the Italians had any vision they would have capitalised on that in the 90s when serie a was the best in the world (which also happened to co-incide with the modern infrastructure of italia 90 WC) - sadly they didn’t and still seem to have no intention of improving.
