the problem is not only the stadium
the problem is also with the fans in freezing temperatures and the roads that are blocked from snow and make going to the stadium and travelling very hard
from what i heard in roma after the recent snow it was a big mess since the city was not prepared and there are some cities in italy where after 2 hours of rain everything is blocked
