The world was very different back then and nobody expected eastern countries becoming western, probably one of the reasons nothing was signed.

For me it’s bullshit for the simple reason that Ukraine traded their nukes for sovereignty. Apparently its allowed for Russia to break promises and we have to stay put because of a fantasy agreement
