That dispute was dead before the 90ties ended, the talks happened during Gorbachevs time and the diplomatic discussions during Yeltsins.

Putin revived it out of the blue in 2007 and since then has been using it and twisting it to paint his "Russia good, West bad" picture. You dont even have to be any kind of expert to understand that Putin demanding NATO to go back to 1997 25 years later is ridiculous, I mean did you not have time to address this until now?
