Yes, but you don't mention how Roma's budget was 3mln euros at most during those years and they couldn't buy anyone unless they sell some player.
His achievement in Roma looks good, I don't see why people think that was bad? His squad was limited and like I said, his bench was very, very weak and they had no depth. Del Neri, Völler and Bruno Conti failed to do shit with the same squad.

TBH I have always rated him as a coach, it's another thing that serie-A was shit when he lead Inter to the titles but same could be said about Mourinho.
He also had good words for us after he left Inter. But he was talking BS when he was in Inter
