    It isn't a suffix.
suf·fix Audio pronunciation of "suffix" ( P ) Pronunciation Key (sfks)
    n.

An affix added to the end of a word or stem, serving to form a new word or functioning as an inflectional ending, such as -ness in gentleness, -ing in walking, or -s in sits.

As we're all aware. I was stretching the meaning to something you add at the end of a sentence. Is there a word for that?

Not sure, it could be an interpolated phrase, but then you'd need to have another element following it.

Well here's a thought : "that is" is a phatic phrase, i.e. it highlights the part of the sentence that precedes it.
    Sounds about right.

And no Marty, it's just wrong.
