Last time I watched the Primavera in an international tournament they made it all the way to the final, where they lost to Man U.

Citti, Mattiello, Pol Garcia, Penna and Tavanti are all supposedly strong at this level.
I wouldn't worry about the result, U17 football is extremely frivolous and results swing all over the place. Inter beat Kashima 4-1 last year for example. The Japanese are technically strong and indefatigable, and that counts a lot at this level. You only have to look at the national U17 results to see this.
It's when players start to play in strong leagues that they really progress.
