Quag is already part of the system, has gotten used to working under Conte the way he expects his strikers to, and has scored pretty consistently despite not much game time. Osvaldo wont do any better on the pitch given such little game time, and not will he do better off it, with his attitude. The company and the GM need to chase targets that will be a massive upgrade instead of wasting time buying players they're going to want to sell every second year. Osvaldo fits that profile currently, and between our current strike force, adding him is not going to make us any better or worse than we are as things stand.
