Rafa usually signs one great player and three mediocre players. Some guys just can't spend money.

Harsh IMO. I think what lets that particular frog down is his matchday tactics not his recruitment of players IMO. Unless you consider the fact that he's not ruthless enough, and does not address our weaknesses as promptly as he should, but in terms of the players he recruits, I'd say thats one of his strong points.
