Sky said earlier today that an agreement isn't set between Tevez and PSG.

Apparently he turned down €11 mill p/y making him the 4th best paid player in the world.
it seems the offer he turned down isn't quite that high ... still better than what Milan is offering but not by that much - the media is mostly guessing right now.
Tevez and Kia tried to milk PSG for an obscene amount as that was the only way for him to go there over Milan - Inter seems to be out of the race now and probably their main objective in all of this was mostly to just piss in Milan's cup of tea. Had PSG given them that obscene salary (of around 12 mil, I believe), Tevez would have said yes but now he would try to force City's hand to loan him to Milan.
By some accounts, Galliani is reading another trip to England after the weekend.

don't know about any developments on that front - these reports of Maxi going to Milan resurfaced over the past day mostly as a remnant of the Tevez to PSG saga. Milan had supposedly optioned he till Tuesday while waiting to see how the Tevez thing will pan out with Maxi putting his move to Fulham on hold.

that was if they had to buy Tevez now. if Tevez refuses to go to PSG and turns down their improved offer (I expect one soon), that could well open the possibility for a loan move ... and Milan could always sell Pato in the summer, if they have to

Why would they "always sell him in the summer"? What will change compared to January?

Or do you think that Maxi and Bonera will really steal Barbara from him and Silvio will suddenly think that Pato isn't a good player that Milan must keep?

nothing is for certain, Marky, to say Tevez is a Milan player already would mean lying to you ... but there always was a far better chance of Milan getting Tevez than it seemed from the media over the past 2-3 days ... remember what I told you when it all seemed to be over ;)

Pato not improving his form, while Tevez adjusting greatly at Milan and as a result Silvio changing his mind about selling Pato and replacing him with Tevez, permanently.
Also, right now Milan couldn't get that good a deal from PSG for Pato and that could change in the summer with some other teams joining the duck-hunt.
Plus, Cassano's situation is still not resolved completely - he would need several more rounds of medical tests with intensified training in between before he is completely cleared by the docs.

In other news, Tevez's agent is still in Paris and the negotiations with PSG will continue today (Why if Tevez only wants Milan?). The agent and Tevez know that they can milk more money from PSG and they are playing hard ball.
