No. I imagine that the training received by American police officers is truely top notch.
However, I think carrying a gun impacts the mentality of at least some officers. I have seen the odd case of truely stupid quantities of amunition being pumped into a vehicle carrying an unarmed petty thief. That seems to me to be a bit thick, but I accept that there are likely to be dumbasses in any sufficiently large group of people (who can't be judged on the actions of the dumbasses), and also that even very smart, well-trained people make errors of judgement.
Presumably their system is working - so it can't be as bad as that.
EDIT: Erik mentioned blanks. I don't know about that - if your first shot is a blank... "I know what you're thinking: 'Did he fire that gun yet?' Well, to tell you the truth, in all this excitement, I've kinda lost track myself. Would depend on the time you've got, right? Surely, given time to take aim, and decent shot can shoot to maim. Obviously, there are going to be plenty of situations where that won't work, but when it will...
