There's a deleted scene from Terminator 2 where John and Sarah Connor are resetting Arnold's CPU to let him learn (it's explained that that feature is turned off in robots sent into the field). Though I blame the exposed power-lines. I don't know about the rest of Europe, but unlike US, the power-lines in Sweden are underground. Not only does that make the place look nice but power outages are significantly rare. Over here in the States a little wind can sometimes knock out the power

I think most of it is underground over here, and the parts that aren't are clearly strong enough to withstand a storm cause our electricity didn't flinch
