Yes, non-kinetic = cyber. And yes, we routinely let them know via such attacks as a reminder. Usually when intel comes in that something is about to happen we typically fire something downrange on the internetz to remind them rather quickly (i.e. shutting down equipment they need to launch an attack or equipment they use such as navigation, etc) that we already know. The low hanging fruit over here they get pretty easily, which is all fine and dandy, but when we whipe out there entire Active Directory & high level accounts for machines they need to do their wartime bidding, they get lodged off course and have to regroup.
I know it doesn't mean much to you guys, but non-kinetic happens routinely and usually de-conflicts an attack and slows down that progression.

(the costs to rebuild their infrastructure hurts them as well, so not only does it add time it increases their burden without lives lost)
I know you guys HATE Trump, which I understand completely, but one good thing he has done is taken the gloves off of OCO in order to minimize what we saw a couple days ago. Without going too much into detail whats going to happen in a short amount of time, the last POTUS made it much harder (legally) to initiate OCO's. As things unfold I'm sure news will eventually break. I can't go into details what they will be, but I'm sure you'll see soon enough. But just because news doesn't break from cyber attacks it doesn't mean they aren't happening...there are multiple daily from multiple agencies.
