Allowing rioting/looting behavior enables more people to act the same way elsewhere when they know if the race card and a little PC pressure can be added they will cave.

I agree that it is an issue and I understand and appreciate that you consider this to be a very important one. Except for maybe a small pocket here or there, the looting and rioting is well over at this point.
