I believe it’s a matter of contention as to whether they identified themselves as police, or at least made the occupants of the apartment aware... he claims they didn’t and he opened fire thinking it was a break in.

Anyways. Seems like just a shitty set of circumstances led to a tragedy where no one is really to blame.
