Except he is not, he is stronger and quicker, and shoots harder/finishes better (in a nutshell, Guarin is better att offensive tasks), but everything else that a CM needs Nainggolan is more capable at IMO.

What particular "everything else that a CM needs Naingolan is more capable" IMO Radja is just better than Padoin but you cant compare him to Guarin.
