It most definitely is. But Allegri is not the right guy to lead it. Pretty much zero improvements compared to Pirlo.

Even a sensible guy like @Osman said yesterday that Allegri is not a good attacking coach. He's not, and never has been one, so what we're seeing here shouldn't be shocking to anyone. If a club wants a fresh start and a rebuild, you don't go back to a previous manager who already worked with a lot of the players on the squad. It makes literally ZERO sense to rehire him in a rebuild, and is instead just brainless decision making once again, this time based on nostalgia.
It's not like Ronaldo left and we stood there with the same team and 10 players on the pitch, though. Despite our lack of goals, it's not as plain to say we lack Ronaldo's goals. We also managed to sign Locatelli and we're seeing more of Dybala.
But regarding our general play, I'd say improvements are bare minimal. Majority of the match we don't even look like a team but randomly assembled players.

You don’t really have to be an attacking coach though. Simeone is not and he built Atleti into a powerhouse. But unlike Simeone Allegri is too nonchalant for this shit show. Comparing to round 20 last season we’ve conceded only 1 less goal while scoring 13 less. He keeps saying we have to work on that but performances show otherwise.

Was it a calculated draw? We dropped back and defended with 4141 yesterday, usually we defend in 442. Locatelli in possession was standing so low, many times between the CBs. We didn’t press, Napoli played with 2 CMs we got outnumbered whenever they gained possession. Napoli would find space over and over again because we dropped back. I’m so disappointed and surprised by this approach, what was he thinking?
The lack of intensity and ideas around their box was ridiculous, if it wasn’t for Chiesa playing like Ronaldo (shooting whenever possible) we would’ve lost. He waited way to long with the subs aswel.

I think Allegri should absolutely be held accountable for our lack of goals. Do they players deserve the blame too? Certainly. Do we need to sign a competent #9? No doubt. But we're scoring less than Bologna, Empoli, Udinese etc. after half a season. We struggle to create chances against mid-table and relegation-candidate opposition.
Do we even train at all in cohesive counter-attacking, finishing, and incisive link-up play in the final third? If we do it isn't anywhere near enough. Our fullbacks telegraph their crosses directly into their marker 95% of the time. Our attacking set piece play is a joke too, as it has been for years now. Our shooting accuracy is laughable. And then there's Rabiot starting every game. That's on the manager.

Again, no doubt that we have a weak squad. It's also quite important to stress out that we're financially pretty fucked up imo, which makes Allegri signing even worse considering his wages. Seems like wasted money. If everyone was aware he's not the right coach when it comes to rebuilding the squad I just wonder why we took him. What's the point of having a coach who can only work with great players? Getting to those great players seems like a long road for us.
True, Allegri probably wasn't the right coach to hire considering the current team. Defensively he's good, but offensively he lets players have freedom and doesn't believe in movements or attacking schemes. More of a 'let the players do their thing'. And since our players are not creative except for Chiesa and Dybala (and Dybala doesn't combine that much with others), we haven't lined them up often and when we do they are doing their own thing on their own. With the team we had back then stacked with quality it was possible to create, this one is a black hole.
