Yes, the management fucked up big time because too many important players were allowed to leave. We knew Tevez and Pirlo were leaving - that's why Vidal should have never been sold. The management probably expected Pogba to stay way longer than he actually did and that's where the problem is.
It's still fixable though. We get decent results despite the shitty performances and lots of changes to the squad that were made. All we need is to reshuffle the midfield and replace Evra and/or Licht. This is the easy part actually, the harder one is keeping all our stars. Renew Alex Sandro's and Dybala's contracts and we should look good enough in that department though.
I actually don't mind an odd Rincon signing. Our bench options aren't good enough so we need to make some changes here as well. Those who actually watched Asamoah, Hernanes and Sturaro play this season know what I mean. For some reason Lemina isn't contributing too much as well (I don't understand why but that's a fact). I just hope that we manage to get rid of Hernanes/Asamoah once Rincon comes or at worst in the Summer. I actually think Rincon will be more useful than Asa and Hernanes so it's not that bad.
