I guess KDE kinda oversold KDE4. It doesn't work like the commercial world where someone makes an announcement to deliver by a certain day, then they scramble to finish, cut most of what they promised to get it done, still ship late, and everyone's disappointed. In other words, that's not what you should expect, a big release on a particular day.
KDE3 wasn't even that great at first, I started using it around kde 3.3/3.4. It's the gradual, incremental improvements that really make a huge difference. With KDE4 they've laid the ground work, but lots and lots of work is left to improve the apps, the usability. The whole experience just won't be good until the little problems are gone. KDE4 might kick ass, in 6 months or a year.
