There's no reason they shouldn't be. Teams with the history of Milan will always resurface at some point. It's just that Milan and Inter have been incredibly mismanaged. Inter basically got a 20 year advantage over all other Serie A teams in 2006 and capitalised in 2010, but failed to build on it. Milan completely lost it ever since really. No structure, no plan whatsoever.
To be honest, im not so sure how they will resurface. Before, if they had one terrible season, you could say they could switch gears and come stronger in the next one.... but the problem in nowadays milans is that their core problems are very deep.
They cant switch gears because they dont have money, they are poorly managed and have no idea how to attack their problems. Add to that the poor economical state of serie A and Italy, and you can clearly see they are in a spiral.
ACMilan will not return to its glory days until they change management and take a whole different road...like juve did with the agnelli/marotta era. But since Berlusconi is the owner...this will not change in the foreseable future. He is a washed out "romantic" who thinks he can operate the club like he did in the 90s...he is even worst now..because they are practically playing roullete with their coaches until they hit the jackpot.
Also, since competition internationally is so strong... when the hit the jackpot with a player...better teams will come right away to buy him and Milan will be forced to sell to pay increased debts. Eager Players will use milan as a stepping stone and fly away at first chance.
As you see, both milan clubs need a serious inject of capital and clear and effective ways to operate. But both requirements are just a fantasy for them. Things really look grim for those 2 teams..and sadly this hurst the league so much.
See how much have costed us to improve from zero....pracically 5 years of really good management. Milan will need much more.

Berlusconi clearly didn't like him and continually but pressure on Miha with his statements.
I dont why he appointed him then if he was not going to support him. Berlusconi has a bad habit of having a big mouth and always say negative things to the press. If a coach doesnt use the formations he suggest then he gets mad like a little boy and starts moaning. He is a frustrated coach, thats all the problem.
