I read they'd get away with small fine in the vicinity of ~7-8m.Though i'm not sure if Thohir will directly pay that from his pockets.
Icardi and Kovacic alone can easily generate 50m so maybe they'll use that money to rebuild.I doubt they'd be able to attract the Toure's of this world tho.
