Higuain is more well known internationally than Cavani simply because he played for Madrid.Sometimes top players draws you towards the club.It happened to us as well.

But how many fans do they have ? they'll always be in the shadow of madrid, fagcelona and valencia.

You cant compare the difference between Real/Barca and the other Spanish teams and the difference between Juve/Milan/Inter to Napoli purely in terms of the money.The gap in La Liga is insane.Real gets 140m in TV rights alone while Atleti bags a paltry 40m ,now thats a big difference.The gap isnt that big in Italy.
Napoli always had a big fanbase in Italy so being popular in Italy is not a problem.And then you have a large Italian diaspora in the US and in South America where they can initially aim to bring more fans heck they can do the same even in Europe since even the likes of Roma has had a lot of support outside Italy.

What did we have in the olden times ? There was no sustainability.Moratti and Berlusconi were spending from their own pockets and hence are suffering as a result.Napoli for example are working under a completely different environment in an age where sustainability is very important and all this 'planning' i'm sure would've been done on FFP considerations.

Both graduated from the serie b in 2007, beeing in there for diffrent reasons, and both had to settle back to serie a, for diffrent reasons (lolseccomanagement)
Last year, we again became 1 and 2 in the correct order, and the gap between juve&napoli, and the rest of italy was so big, its was downright humiliating.

Napoli got a way to go however. First they should do what my favortite example genk did. Just perform the living shit out of a sector of the country. With good football, a recognisable brand for the region, european campaigns even. Grow there. The big issue will be money.
Napoli cannot do a big transfers on net spending. They'll need to grow and grow domestically, and keep qualifying for cl, whilst running the team of a few stars, but on an as low as possible budget, so they can crank out the neccecary transfers.
Actually in terms of internationalisation, you make a good point there. Juventus and Napoli should definatly look to capture all the italian fans in those regions.
