Although that was true in Andalusia, -which is by the way what caused them to be isolated from the rest of the muslim world-, it wasnt the case in the Ottoman empire.
The Ottmans fought long tireless wars with modern day Iran, over them being Shia muslims, slaughtering hundreds of thousands in the process. They did the same with Christian Serbs, Bulgarians and other Balkans over the centuries as well.
At some periods though, yes, the Ottomans were more tolerant than other empires at the time but it was all Dependant on the ever changing emperor position and his views.
