In your case it will be GD for sure, but the Croatian commentators said that in any case GD comes before h2h in these qualifiers.
I was surprised when i heard that and i still don't know if it's true, but for you it makes no difference since even if h2h comes first, GD will decide the 2nd place now that both matches ended 0:0.
